Selection Recruits don't expire. They stay there, until you don't use them.
About 4☆ hunter Sofia, I think you can't get her yet because she was released a month ago (on August). You should wait a little more to recruit her (maybe 2 or 3 months). Same for the new 4☆ hunter Bella.
