Its actually not bait compared to specific hunter(s) boosts. 2x 3* pulls give you 9.5% for a 3* per pull. The +1 is 30% for a 3*. This is just unlucky as the odds of not getting a 3* from 10+1 for 2x all 3*s is about 26%. It would be bait if they didn't actually give the 2x boost but that would be a different set of problems.
