Vincent drop rate

Hello,

I have 2 questions.

1st: what is the drop rate of Vincent?

2nd: is Vincent available in the dps banner ?

I only got him with scroll 2 week ago and i used all my mandas on the offensive banner to try to max his awakening.
I got all the offensive character 3 or 4 time but no Vincent. For me is hard to believe that he is on the banner or i’m very unlucky.
