Episode 15 cheated?

I was trying to run episode 15 but makes no sense the amount of rage bars that the NPC gains its insane while i get 4 bars for my bomber he used 2 times bombers already. Is that episode supose to work like that? I know dino disable your attack but still makes no sense the amount of spam of that episode
