Can someone help me?

So for the Guild Blitz thing, it won't let me deploy some of my hunters. I finally have 4 hunters that are over 4000 in strength but when I go to deploy them it still shows that they're at 2000. I've restarted the game 3x and it's still showing it. I'm I doing something wrong? Please help me out.
