Can remove character from Exploring?

I'm trying to place some of the characters as fodder to 4*, but every 3* is set as exploring even though none of them are in my cruise party? Are there multiple cruise party sets? They're not dispatching or on my arena or anything so I'm not sure what to do. I've tried running a mission with them and them removing them but that didn't do anything.
Any help is appreciated.
